Speaker Bios


Robert W. ("Bob") Patton, Consulting and Training Contractor DBA as Senior Principal Co-op>Directions.  Bob retired as Senior Principal for Education Programs at the National Rural Electric Cooperative Association in December 2010.  His career spans over 44 years working with cooperative boards and management.  He continues to serve as a contracted instructor and counselor for NRECA’s Education & Training Department, and he is self-employed as the Senior Principal of Co-op > Directions.

 

His former role at NRECA was to provide counsel on the content, development and delivery of all director educational programs.  He also served as a primary resource on corporate policy development, bylaws, member-customer relations and corporate management strategies.  He continues to be called upon as an independent consultant to counsel with boards and management on a variety of   business strategy, policy, governance leadership and membership issues throughout the country. His clients include electric and telephone cooperatives, credit unions and other national and regional non-profit organizations.

 

Prior to joining NRECA in 1995 he served 25 years in senior management positions with statewide electric cooperative associations in Illinois and Ohio. While in Illinois he served as Director of Membership Services and as Manager of the IEC Federal Credit Union.  In Ohio he was Manager of the Ohio Statewide’s Corporate Services. His experience in both states includes serving as a registered lobbyist before state legislators and regulators and as a facilitator of board strategy planning sessions.

 

Bob has a B. S Degree in communications and has taken post graduate training in adult education and cooperative business management.

Bryan Singletary, President of Practical Energies. There’s a right way, a wrong way and a practical way to accomplish every task we face in today’s complex electric utility marketplace.  No one understands this better than Bryan.  For the last 35 years he has worked in the electric utility industry all the while striving to convert the technical process of providing high quality electrical service into terms the customer can understand. 

 

Bryan began his career with Florida Power Corporation rising rapidly to the position of Vice President of before he was thirty years old.  For the last 22 years Mr. Singletary has owned and operated Practical Energies - a utility consulting firm specializing in assisting their client companies in meeting the needs of their consumers.

 

Mr. Singletary has consulted with hundreds of utilities in the design, development and implementation of a wide range of customer programs.  With today’s focus on service at all levels of the utility industry, Bryan has seen a dramatic increase in requests for member oriented programs and training.  This is particularly true in the area of Key Accounts and strategic planning.

 

Mr. Singletary is an accomplished speaker and writer.  He is a nationally sought after lecturer and trainer in the areas of utility competition and strategic planning, key accounts management, distributed generation, technology implementation, demand side management, customer service and power-quality.  In addition he has authored and co-authored several books, papers and manuals on the same topics.  His practical approach is refreshing and appealing to both long time industry experts and newcomers to the field.

 

He carries this approach into the work place and design strategies of his consulting engagements.  He believes the practical approach, tempered with sound research and planning, will be far more appealing to the consumer than volumes of technical jargon and data.

 

A Florida native, Mr. Singletary and his wife, Maggie, have four children.  He attended Auburn University where he obtained a degree in mechanical engineering.


Scott Luecal. Since 1991, Scott Luecal has been providing consulting and training services to electric cooperatives and public power districts, their business subsidiaries and community directed organizations, and to the Cooperative Industry’s national trade, telecommunications, and insurance associations.  It totals over 250 companies.

 

Consulting services Scott provides includes strategic planning facilitation, financial planning / equity management / capital credits, cost of service and rate design, merger /  consolidation / collaboration facilitation, organizational structure and related personnel decisions, technology planning, board governance, board and CEO evaluations, business plans, and programs related to training and educating directors and management on the changes taking place in the electric utility industry.

 

As a trainer to the rural electric industry, Scott has developed and delivered courses related to strategic planning, financial planning, cost of service and rate design, equity management and capital credits, understanding financial statements, board /governance and management roles and responsibilities, technology planning, and understanding the electric utility business.

 

Scott was employed at Coles – Moultrie Electric Cooperative, an Illinois distribution cooperative, from 1981 – 1990, serving in the capacities of Accountant, Office Manager, and General Manager.  From 1990 – 1998 Scott was the Manager of University Programs for NRECA and provided director and management training and consulting.  From 1998 to 2007, Scott held various executive level positions with Central Area Data Processing and the National Information Solutions Cooperative.  His last position at NISC was Executive Vice President and was over the Business Development and Marketing Division which included marketing, demonstrations, pricing, proposals, sales, member surveys and satisfaction measurement, third party hardware sales, member relationship representative program, and NISC’s member conference.  In August 2007 Scott left NISC to start his consulting business.
