Rate and Cost of Service Workshop

August 21-22, 2018 (T 1-4pm W 8am-noon)

The Inn on Lake Superior, Duluth



This course will provide a thorough understanding of the basic purposes, concepts, challenges, and solutions needed for ratemaking in today’s dynamic electric industry landscape. Topics to be covered include: establishing revenue requirements, assigning cost responsibility, and designing retail rates. Specific attention will be given to issues of financial planning, demand-side management, customer engagement programs, prepaid electric plans, contract rates, line extension policies, AMI data applications, standby and distributed generation (DG) rates, rate structure options, formula rate plans, and rate change communication strategies.


Key Topics

·        Gain a better understanding of the data requirements and process for a cost of service (COS) and rate study.

·        Understand the inter-relationship of various management objectives.

·        Learn how to use the COS results to evaluate, design, and communicate rates.

·        Gain insights on ratemaking and policy solutions to current and future industry challenges and opportunities including reduced sales growth, infrastructure investment, DG penetration, and community solar.

Richard Macke, Vice President – Economics, Rates, and Business Planning

Mr. Macke earned an MBA from the University of Minnesota’s Carlson School of Management

at Minneapolis, MN. He leads PSE’s Economics, Rates, and Business Planning Department. Mr.

Macke has expertise in numerous areas including business strategy, financial analysis and planning, cost of service studies, rate design, dynamic pricing, demand-side management, large load rates, contracts, mergers and acquisitions, regulatory support, and expert testimony. He has over twenty years of industry experience and is frequently called upon to speak to utility management, directors, commissioners, and associations on a broad range of topics related to economics, finance, rates, and business strategy. Mr. Macke serves on PSE’s Board of Directors and Executive Committee.
