Scott Luecal

Since 1991, Scott Luecal has been providing consulting and training services to electric cooperatives and public power districts, their business subsidiaries and community directed organizations, and to the cooperative industry’s national trade, telecommunications, and insurance associations. It totals over 250 companies.

Consulting services Scott provides includes strategic planning facilitation, financial planning/equity management/capital credits, cost of service and rate design, merger/consolidation/collaboration facilitation, organizational structure and related personnel decisions, technology planning, board governance, board and CEO evaluations, business plans, and programs related to training and educating directors and management on the changes taking place in the electric utility industry. In his role as a trainer to the rural electric industry, Scott has developed and delivered courses on many of the aforementioned topics.

Scott served in the roles of Accountant, Office Manager, and General Manager at Coles – Moultrie Electric Cooperative, an Illinois distribution cooperative, for 9 years, and was the Manager of University Programs for NRECA for 8 years.

Scott also held various executive level positions with Central Area Data Processing and the National Information Solutions Cooperative. At NISC Scott was Executive Vice President of the Business Development and Marketing Division.



Rod Crile retired from CFC in 2015 after working 13 years as a Regional Vice President. During that time, in addition to his normal CFC duties, Rod also was an instructor for NRECA, teaching financial-related classes to electric cooperative board and staff members.  Prior to joining CFC, Rod was Vice President of Business and Engineering Systems and Support for NISC, formerly CADP. Other positions held with NISC include Member Support Director, Industry Advancement Manager, and Cost and General Accounting Administrator. Rod also held various accounting positions for two Ohio rural electric cooperatives—Licking Rural Electric Cooperative and Washington Electric Cooperative. Rod started his professional career working for Borden, Inc., in Columbus, Ohio. Combining his tenure at NISC, CFC and the two electric cooperatives, Rod has more than 36 years of experience working with cooperatives across the United States.  Rod earned his degree in accounting from Bowling Green State University in Ohio. Rod and his wife Cindy live in the St. Louis area and have five children and three grandchildren.
